After entering twenty-first Century petroleum and chemical enterpriserapid development, however the huge economic interests hidden behindmany major security hidden danger, the petrochemical enterprises withtheir own strong corrosive, poisonous, inflammable and explosivecharacteristics makes safety accidents happen frequently. The traditionalsafety management pattern already could not follow the development ofenterprises, this paper studies the safety management information systembased on computer network, multimedia transmission, image coding anddecoding, information management, display control, streaming mediacontrol and a variety of other related safety management information andreporting, and the development of the full digital, network informationtransmission and sharing security management information system, itsbuild for the enterprise timely early warning and monitoring management,accident prevention and risk control management and emergencymanagement, reduces the personnel casualty accidents have positive role. This paper is to address the problem, design and Implementation onthe original China Petroleum HSE information management system andreal-time monitoring and management system (SMIS) combined with asafety management information system.
