With the advent of the knowledge economy era, the main factors for the constraintsand to promote enterprise development into knowledge, competition among enterprisesis transformed into a talent competition, the enterprise’s core into a people-oriented.Therefore, talent management, the rational use of human resources assigned to theirown development is crucial.Competency-based occupational matching system is a job recruitment platform forcollege job seekers as well as small and medium enterprises. It provides users with achannel, not only to the parties to understand the interaction and use of competencyknowledge to help the parties choose. Such a deal with both information, and effectivelyimprove the success rate of recruitment and to facilitate the two sides. Job informationservices, online recruitment websites in one direction compared to person level matchsystem extends the preliminary work of the recruitment behavior, remind job seekers torespond to job competence required to carry out capacity-building.Job Competency Model for SMEs, research and develop this competency-basedmodel person level match system. Person level match competency-based networksystem using C/S application structure in Visual Studio6.0environment to developapplications using MFC components. The system includes a user management module,information management modules and business management modules three functionalmodule, complete the personal qualities of college job seekers and corporate positionscompetency to accurately match the docking process, the preparation stage of thetraditional method of recruitment innovation. User management module to complete theregistration of personal information, registration and user login, user login systeminterface functionality, complete user management and permissions. Informationmanagement module, including the maintenance of the quality of the model, thecompetency model maintenance, information subscriptions and matching modelmanagement to manage user information model, and each user’s information access andto maintain matching model matching fields excision. Business management module including personnel information, import and export, the evaluation of icons for scaleevaluation management, import and export and job information, this module is for thepersonal user information and maintenance as well as the evaluation results iconified,maintenance and corporate users post information. Finally, the system of internaltesting, the basic system to meet the design purposes, successfully meet a college jobseekers, the needs of business users and systems business administrator tripartite.
