Design And Implementation Of The Party And Government Cadres Online Learning Platform Management Subsystem

The situation at home and abroad has been becoming more and more complicatedand unsustained, and the education and training of cadres is increasingly essential. Sincethe party’s sixteenth conference, our party has swept down irresistibly from acommanding height to put forward the strategic decision "large-scale grooming thecadres universally, improving the quality of cadres greatly".Political qualities, the level of policies and the ability of administration are the coreof Party and government cadres, more importantly, strengthening the coreconstruction of the ruling party is the major task that must be solved. Cadres’ qualitytraining must become the primary task of the government. But at present all type ofcadre education is off-line, and the ways, investigation and range of training is still aproblem.In recent years, with the development of network technology, the E-government ofour country construction is like bamboo shoots after a spring rain, involving all aspectsof government, and the cadre training platform also has completed its construction, themost prominent ones are Beijing, Shanghai, and Dalian. They set up an online learningand training platform for the cadres, and using the network platform to train cadre.In order to enhance the ability of Party and government cadres, solving the mass ofproblems coming up with the off-line training and catch up with the development of theE-politics, we’ve considered the widespread use of online training way, from which wecan gain greater benefits from the training mode, learning mode and the ranges oflearning, and it will also take the training mode to a new peak.Party and government cadres learning platform can effectively solve themalpractice of traditional cadres training mode, we implement the system so thatgovernment cadres can study for fulltime, so do the training arrangement, onlineexamination, online test and video study, it solves the traditional problems of cadrestraining which include not meeting their demand and centralization of training that hasunpleasant affect. Party and government cadres can effectively use the resources,improve the training efficiency and effect, promote area party card cadre ability of business by using the online learning platform, thus creating more social benefits forour society.This article sets off from the current training needs, and our project group hasmade systematic investigation to discover the main systematic demand, which includesthe module of following items: single sign-on, users’ management, information sharingsubsystem, short message service, information browsing, charge affairs reminders andinformation customization. By the way, we research cadres and online learning platformmanagement system requirements, focusing on the single sign-on, unified usermanagement, unified and centralized information management system, which were putforward from the aspects of constructive ways, making a strong promotion for achievingthe training informationally.This paper uses a service oriented method, to meet the demand that cadres of eachsubsystem can be provided the information service of the whole system through theonline learning platform, thus providing effective service for the development of thewhole system.
