With the development of science and technology,information technology is widely used in the field of government training management.It drives the continuous improvement of the level of government human resources management information.Online education and training through the Internet and computer technology,has become the main trend in the development of human resources.In the talent training and development,Xixian Local Taxation Bureau encounters the problem that cadre participation in training is not high,the lack of the problem of self-promotion channels and the training effect is difficult to guarantee.This paper proposes the development of online education and training system.By analyzing the shortcomings of the education and training of cadres in the local tax bureau,Xixian Local Taxation Bureau designs the cadre education and training system.The design of the system makes the training and standardization of the cadre of Xixian Local Taxation Bureau standardized,networked,systematized and informatized.In this paper,the MVC mode system layered technology,and the use of Control NAnt,Build Cruise and other tools to build a continuous integrated development environment,improve the flexibility of the system development,development efficiency and system quality.Using the.NET platform to achieve the WEB application based on B/S structure,using ASP.NET web programming technology to achieve the dynamic management of customer interface,reduces client deployment and maintenance requirements,and optimize the customer interface.The function is realized by the Crystal Reports plug-in interactive statistical analysis,using Dataset components to achieve the import and export of format of EXCEL data,and the integration of the third party video conference system to meets the training needs of video conferencing.System function is divided into eight modules to achieve,and completes the design and deployment of the database table in the Server SQL 2008 database management system.In this paper,in the process of system development,we mainly complete the system demand analysis,system design,system requirements analysis of system functional requirements analysis and non-functional requirements analysis.The system functional requirements are given in the case analysis and detailed description.System design is mainly composed of system technology structure design,system function structure design,system integration design and database design.The system function structure design is divided into online surveys,training management,online teaching,online training,online examination,message management,learning forum and system management of eight modules,and gives the technical framework and functional structure.In this paper,we use the screenshots to display the interface of the system function,and give the class diagram and sequence diagram analysis.Finally,the system test is carried out.In the system testing process,we introduce the system test environment and introduce the function of the system functional testing and non-functional testing.The system passes the test,the test results show that this system has good stability,can guarantee the online training of Xixian Local Taxation Bureau cadres demand.The problem will be found in the process of cadre training in Xixian Local Taxation Bureau.It can also provide reference for other government departments of the cadre training.At the same time,the system realizes the training of cadres of the information sharing.It will provide timely,accurate and comprehensive feedback to the staff of Xixian Local Taxation Bureau,and improve the work efficiency and quality of personnel work of Xixian Local Taxation Bureau.
