Recently, with the rapid development of multi-media network informationtechnology, network has entered every field: our daily life, learning, and work etc.Actually, network has already become an important means and form of learning. How toimprove the efficiency of learning based on network has long been the concern of teachers,students and their parents. For the question, conducting an appropriate assessment for thelearning result is an important solution. But, how can the appropriate assessment beachieved?According to the theory of constructivism, the learner-centered assessment is theresearch principle of this paper. The purpose of conducting an appropriate assessment is topromote the students’ learning and improve their efficiency. Hopefully, it can provide anyhelp.Based on the evaluation criterion of network education and the research ofevaluation model home and abroad, this paper realizes the assessment system by applyingItem Response Theory (IRT) of analyzing the current students. This system mainlyincludes test module founded on IRT database, assessment module and informationfeedback module and utilizes Fuzzy comprehensive evaluation method to conduct processevaluation for students, namely, an evaluation for students’ learning ability, attitude, theircommunication, utilization of learning resource as well as their learning achievement, soas to realize the adaptability between student learning ability and test question from theexam system.
