The Design And Implementation Of Metrology Business Management System For Shandong Institue Of Metrology

With the deepening of the process of informationization, the promotion of the paperless office, Shandong Metrology Institute, showing many problems such as the inefficiencies of traditional office work, backward management mode, asynchronous collaborative office working of various departments, and disordered file management and so on. And although some verification departments have been equipped with the verification and calibration of computer aided measuring business, because of the different professional fields and the quite different business works, the computers of different departments and some software applications are independent of each other. To some extent, although file the certificate file management problem is solved, but the problem of collaborative office working among different departments is not solved. Because the equipment and data management is not in place, so the situation of resulting in the permanent loss of the certificate data happens more than once. In view of this situation, Shandong metrology Institute needs to design and implement a comprehensive unified metering business management system to manage the metering business of Shandong Metrology Institute.The system uses a three-layer architecture based on B/S architecture, uses the current mainstream software design pattern MVC (Model-View-Controller) to design the system, using JSP dynamic web development technologies as development tools to develop the background of system. In order for persistent storage of data, the paper uses the SQL SERVER2005database to store and manage the system’s data. In the development process of the system, the paper describes requirements elicitation and requirements analysis of the system, using UML modeling tools to complete the static modeling and dynamic modeling of the system.The system realizes the six modules’functional design of office management, personnel management, asset management, calibration business management and system management in the metering business management system of Shandong Metrology Institute. On the basis of full understanding to the business, the paper uses the "General requirements of calibration and testing laboratories" ability " of ISO/IEC17025and "legal specification for metrological verification institutes" of the JJF1069to develop it, widely solicits the views of the first-line metering detect staff, according to the actual working situation of metrology departments at all levels in our country, carries out the detailed design to the system. The system realizes the humane management as well as the functional design to the users who log on to it, realizes the maintenance and management with customer information, realizes the maintenance and management of the information of the users who need verification to the requirements instruments, and realizes the visualization management of the entire verification workflow at the same time, facilitating the effective conduct of the metering works.System test results show that the system basically meet the management needs of the metering business of Shandong Metrology Institute. The system realizes the management of apparatus used in the internal metering of Metrology Institute, implements the transparency management of apparatus, and achieves reasonable arrangements for metering works, conducive to rapidly and efficiently complete the verification work to apparatus. Especially the sending of the certificate after the apparatus verification achieves a unified process management, greatly reducing the time of certificate sending. In short, the deployment and application of the whole system significantly improves the work efficiency of Shandong Metrology Institute, reducing the cost of the work.
