In recent years, China’s medical and health undertakings have developed rapidly,and the application of computer has enormously promoted, medical informationmanagement in improving the management level of medical system itself, but alsoimprove the quality of the medical and health care service. This paper appliedadvanced design idea and development of technology, in view of the hospital cashiermanagement actual demand, design and realize the hospital fees managementinformation system, it is in the "one card" on the basis of the one-stop managementsystem. Patients in the hospital only during CARDS (IC card, magnetic card or VIPcard), can easily achieve registered, see a doctor, payment and settlement. Hospitalfees management information system through the stored cash, credit card to realizeregistered, prescribing, capture expends, medicine, without cash payments, to realizethe integration of registration fees, reduce the patient queue, and thoroughly resolvehospital "three long a short" problem. Through the system optimization the hospitalprocess, improve the medical service quality, at the same time also embedded ordinary,health care, agriculture and other kinds of patients combined with social security net,agriculture joint network joint clearing. System is effective to solve the data repetitionand resource waste and networking supervision mechanism is not perfect, statisticalwork is not timely and a series of practical problems, and safeguards the chargeamount of consistent and efficient.This paper first discusses the background of the development of the system ofhospital information management system at home and abroad and the current researchstatus. Then from the problem space steering solution space, the establishment of asystem demand model, illustrates the system need to solve the main problems. In thesystem design stage, from the summary design beginning, first established the system’s technical architecture, function structure and security architecture, then in thedetailed design part discusses respectively the static structure of the system, thedynamic structure design strategy, system interface design, system security design anddatabase design. Finally, the system implementation process for several key problemsto carry on the detailed analysis and discusses.In this paper the process by using the unified software development method, withunified modeling language (UML) for analysis and design description language, usingthe.net, XML, components and other advanced application technology, USES theORACLE database, based on the three layer (C/S/S) architecture layer structuredesign idea, design a lot of easy to use basic components, in order to improve thebusiness application efficiency of the development can reduce the difficulty of thedevelopment. The whole system includes outpatient service registration management,outpatient service charge management, clinic account and financial inquires thestatistics the five subsystems, and further subdivided into smaller function modulemanagement information system.The application of this system to improve the efficiency of the hospital financialmanagement, optimizing the medical process and improve the medical service qualityis of great significance.
