In recent years, with the fast development of compute science, information science has been extensively used in medical field, therefore, hospital information system(HIS) is developing constantly, whose adopted technologies is being effectively used and gradually consummated, it has become an important base of evaluating medical technology level and medical management level in each hospital.Meanwhile, with the national health care reform, the spirit of reducing the cost of people take medicine and injections, so that more people can see the principle of disease onset optimistic, the reform of hospital charges is imperative for the standardization of hospital charges, HIS has been gradually covering all aspects of medical, materials, funds management, become an important symbol of the modernization of hospitals management. Out-patient charges system as an important branch of HIS, but also plays an essential role.Hospital outpatient charges introduced the main line of patient information, financial information, supplemented by advanced management mode. Through overall treatment for information, in time for hospital leaders and departmental managers to provide accurate, comprehensive data to comprehensively improve the hospital’s information management level and service level, to improve the work efficiency of hospital management, medical personnel, reduce the cost of hospital management, medical costs, patients seek medical treatment to facilitate and maximize social and economic benefits. The system includes economic management, clinical diagnosis, drug management, the external interface, integrated management and statistical analysis, auxiliary, and so on. Science as a whole to support online transaction processing, support for department-level summary of the information and analysis in support of the top leadership of the hospital management information needs. Not only to achieve the objectives of the hospital information management, but also to meet the audit requirements of the Ministry of Health evaluation of hospital information construction standards.This paper describes the development state and weaknesses of our country’s hospital information system and the important significance of implementing it in our country, and indicates that we need to constantly improve existing hospital information system, based on which to design and develop the hospital outpatient charges management system, which is suited to many medical charges management of middle and small scale hospital, meanwhile, we introduce the system’s design thought and its basic design method.Requirement analysis is a necessary and critical link in the system implementation process, through which we are able to describes the logic model of system implementation at length and understand various mechanisms of managing and maintaining hospital data. On that basis, the system is partitioned according to its function, so it involves the basic operation management, basic data administration and print report management and so on. Also, this paper makes a feasibility analysis of system implementation based on technical feasibility, Investment and efficiency feasibility and social factor feasibility, meanwhile, it provides the associated data flow and data dictionary.In the system’s total designing stage, we further divide the hospital outpatient charges management system into some modules which is based on function, these modules involve logon module, charges module, refund module, drug maintenance module, statistical inquiry module, printing reports module and system maintenance module, indicates that they are functionally independent from each other but collaborative. At the same time, we also are based E-R model and database design criterion to provide the system’s rigorous and rational database design pattern, therefore, which is able to simplify the program design and reduce the redundancy data processing the system brings when it runs.In the process of Implementing, the system, which is based on the object oriented programming, adopts Visual Basic6.0to design and develop the system, and uses the database management SQL Sever2008as the background database. Meanwhile, we adopt the threetier architecture(MVC) to realize the hospital outpatient charges management system, therefore, it is able to enhance the scientificalization and the standardization of outpatient charges management greatly, and improve the hospital’s working efficiency. Furthermore, this paper, which is based the partition of functional module, provides the system’s visible interface of function and introduces detailedly each module’s Implementation. Every module is able to be regarded as an independent working unit, but these modules have certain cooperative relationship with each other, which make them complete the management and maintenance of charges data information together.System testing is necessary and important link, which can effectively ensure the reliability when the system runs, this paper describes the system testing, and it is proved from practice that the system is usable, reliable and safe, and has a high application value.
