Given the new requirements for information technology put forward by the recent medical reform program, the"information lonely island"in modern hospitals is hard to continue. The implementation of information technology in hospitals shall develop in a scientific way and shall be able to adapt to new requirements and allows hospitals to improve its information service quality and assurance. This essay analyzes requirements for information system in the outpatient department based on the contents of the new medical reform program, and designs and applies the system: firstly it classifies sub-systems based on the business process in the outpatient department and conducts human-machine interaction and safety design, and then carries out detailed design on functions and database of the sub-systems. Finally it describes the system hierarchical structure, hardware and software operating environment and the internet environment, and also describes how the information system is going to work in the form of illustrations and legends.The system enables visualization of the entire doctor seeing process by complete integration of reception queuing system, social security payment system, LED screen and medicine requisition system; with the successful implementation and operations of the system, it re-makes the original outpatient doctor-seeing process, making the process more simple and people-oriented; it substantially improves doctor-seeing efficiency and the doctors can obtain patients'data in a timely and efficient way, thus medical staff's work efficiency is greatly improved. The system provides decision support for hospital management and addresses the phenomena of time-consuming registration, time-consuming payment, time-consuming medicine requisition in contrast to very short period of actual doctor seeing", thus creating better economic and social benefits for hospitals.
