China Mobile, China Telecom and China Unicom, the three major operators after the completion of the3G reorganization are equipped with full-service operation license to start a new round of competition. Traditional telecommunications services are based on a single fixed network or a single mobile network. The fixed and mobile network service integration will be the inevitable trend of development of the telecommunications industry. So using the least resources to achieve rapid integration of the two network service has become the operators’ key to winning the new situation. And how to use the existing business platform with the fastest speed to seize the large customer market in the communications industry has become every operator’s principal issue to be considered. The IVPN (Integrated Virtual Private Network) effectively solves this problem. In this paper, we focused on the research and application of IVPN intelligent network system based on the3G switching network.First, based on an overview of intelligent network theory and the hierarchical structure, we analyzed and studied the IVPN system’s network architecture carefully, which was after the fixed and mobile network restructuring. Meanwhile we discussed two application-layer-protocols INAP and WIN which are belong to the Integrated Intelligent Network System IVPN. Then, combining with the China Telecom IVPN business standards, the paper provides a detailed analysis of the call flow, network structure and system design of the Liaoning Telecom IVPN business processes, and presents the various network elements involved in the specific implementation of Liaoning Telecom IVPN’s construction process. This section places emphasis on the business platform of the loading protocol, the introduction of fixed user data center (SHLR) equipment, and the SSP equipment deployment. Finally, we achieve specific applications of comprehensive IVPN system of large general hospitals. We have given the corresponding application design, implementation of the program and test verification. The results show that the system design is correct and feasible. The system is mainly used in enterprises and other large public areas. It has been carrying nearly a million group customers by now. All these demonstrate that the system possess an important value in practical application.At the end of the paper, the conclusion is described and the further work is discussed.
