With the development of the cryptography applications, the random number generator has got more and more application in many areas, the appearance and development of system on a chip put forward ever-increasing demands on realization of on-chip random number generator, namely, that its produce may through more rigorous testing of "high quality" random numbers.This paper designed and developed a random number generator which is oscillator-based and for smart card chips. After actually simulation and hardware realized of the true random number generator, the sampling sequence were obtained, to pass through the randomness testing and analysis, the results showed that:first, source of noise derives from physic phenomenon-oscillator jitter; true random number generator with good robustness, can hardly be interfered by other electronic components and external environment; second, it uses XOR chain to combine with xor cycle sequence to remove bias and improve the output of the statistical properties, can pass the randomness test of AIS31evaluation criteria; third, it easy to hardware implementation and system integration, ease of embedded into other products.
