With the emerging and development of the Internet, especially the Web2.0technology, Internet groups can express their individual attitude, opinions, and emotions more freely. All kinds of complex information gathering into a large number of different themes and public opinion, makes the view or attitude of the Internet groups more and more influential, which even exceeds the traditional public opinion’s power in some fields, such as in the government supervision, and the rapid concentration of the emergency’s evaluation. So the Internet public opinion has become an important component of the social public opinion, and its influence is gradually increasing. At present, the Internet public opinion research under the Web2.0has become an important topic related to the livelihood of the public. Research on the dissemination and control of Internet public opinion under the new Inter-net environment plays an important role to the social stability.According to the core characteristics of "Taking the users as the center", and based on the analysis of the existing Internet information control method, the paper proposes the point that the existing Internet control technology should protect the Internet users’free-dom of expression, and it should not limit or delete the theme or public opinion in the early stage, but lead it in the early stage of the Internet information transmission and formation, to complete the control of the Internet public opinion dissemination.This paper mainly takes the Internet false information and rumors as research objects. Based on the analysis of the previous public opinion dissemination and control model, we take infectious disease model, with characteristics of strict mathematical proof, as the foundation, and import parameter named direct immune rate in the existing model, which can directly transfer the latent individual into immune individual. Also we import the con-cept of external public opinion field, which can strongly promote the transformation from common individual to immune individual. The paper imports the two key parameters to improving the model, which make the novel model more close to the actual system.Based on the improved model and using open source Wiki, this paper then constructs an information propagation platform with self-purification capacity. By the Lucene and Heritrix search engines technology, we achieve the external public opinion information ex-traction and topic pushing function, which introduce the related information into the Inter-net information propagation process, in order to achieving the function of public opinion guidance. Finally, the paper emulates and analyzes Internet information transmission efficiency under the novel model by the StarLogo simulation software. The accuracy of the model is proved.
