Shanghai Information Pipeline Company implements resource management business for Shanghai municipal public communication infrastructure, especially Shanghai intensive information pipeline investment, construction and management. Considering the reality of changes for communication facilities’layout due to urban construction, it’s very important to adopt proper and well-planned second programming and facilities relocation. Hence, the developing target of this information system is to overall support the company’s information pipeline relocation projects’planning and managing.This paper discusses the development of this relocation management information system from its software design and implementation, especially gives detailed discussion of the system developing foundation, demand analysis, software design and implementation. First, it gives brief introduction to the related project management and business information technology basis. Then, it discusses the system’s function demands according to its main developing targets, such as relocation basic information management function, relocation project complete management function, relocation cost fee management function, relocation project resource management function and other assist management functions. As for the software design, it focuses on discussing the overall function structure, database design scenario and internal business management flow design, and discusses some typical modules’ programming and testing.This system bases on Windows/.NET and SQL Server2008to implement its information management and business management. The test running shows that it’s stable and reliable, and meets the user’s demand and developing targets.
