With the rapid development of computer technology, that makes information intelligent recognition technology into full play to be taken advantage of in the social-economic development. Following the release of the Chinese-sensible code, The VAT invoices with two-dimensional code therewith to draw up, not only embodies the social development swiftness, but also to make more people, companies, organization, enterprise etc. can resolve the problems of the invoice information staying indoors. At the same time, it is one of the most pressing requirement that how to get information from Chinese-sensible code invoice rapidly, completely and accurately in the real life. According to the invoices with two-dimensional code having a wide range of applications, a depth analysis of Chinese-sensible code system theory is needed. In order to solve various problems in practical processing experience, a scientific and effective method for the solution of the problems is looked for. Based on the actual need, Chinese-sensible code image symbols on value-added tax invoices is carried out researched into and analyzed. In connection with the reading problems of information which the code stored, invoice image and code symbols are studied deeply using image process technique. The algorithm of identification-test system that is needed to develop is finished. The identification problems of the system are further made perfect through a large number of experiments. The following is the essay’s main work, which is about researching and analyzing the Chinese-sensible code symbols and identification problem based on VAT invoices.The first, the basic concept of the two-dimensional code is described. The domestic and international research-development status of2-D codes is collected.The second, the basic code system theories of the Chinese-sensible code are explored and analyzed. The research background, basic content, definitions, characteristic and symbol structure of Chinese-sensible code are introduced.The third, the questions on encoding and decoding technology of Chinese-sensible code are discussed. The interrelated coding flow path, mode type, data analysis are expounded simultaneously. The algorithm of error correction coding is studied and the decode procedure and RS decoding algorithm are researched.The forth, in order to meet the demand of recognizing the Chinese-sensible code symbol on the VAT invoices, we research the whole code identification process under the invoices complicated background. The process comprises gathering invoice image, color converting to grayscale, the pretreatment process of the code image, information recognition and data output. The pretreatment process of Chinese-sensible code symbol includes finding and positioning of the bar code symbol, rotating and correcting code, horizontal cutting, separating the four code images mutually, removing the code symbol edge(including removing and filling edge), setting the size of code figure as215×215, finding the reference point P, drawing grid, determine the module’s black or white. The paper’s main:there are two methods designed basing on different situation codes; there are two algorithms of drawing grid on code symbol basing on the actual code images, the two methods are blocking partition gridding and non-interlaced gridding; using Otsu and FCM combining method to calculate the threshold value, the module is performed weighted calculation, the results is compared with threshold value and determine the module’s information.The fifth and is the last, basing on the identify needs of Chinese-sensible code invoices, the essay discussed and designed the flow path of identification-test system on the Windows. In connection with the whole process of Chinese-sensible code identification, the system realized the results, including the module division, designing application interface and the major function of interface.
