As an important part of performance management, performance evaluation is a keytopic in all areas of human resources management, by the extensive attention to theenterprises. Community Health Centers have received more and more support from the state.The new community health service centers are the important integral part of the basic healthsystem. Curing the minor illness in the community and treating the serious illness in thehospital, allocating the medical resources effectively, the existing management thinkingand assessment strategies cannot adapt to the functions of community health center, whichhave changed. How to establish a simple, appropriate, scientific, standard assessmentmethods, are the problems that we should face in the new-era community health serviceperformance management. This article based on this objective to study the existingperformance management theory, established a WEB-based community health serviceperformance management system,to further improve the performance appraisal managementthrough IT means to improve the assessment of the efficiency and improve the incentiveeffect for community health service centers to better serve the public good technical support.In this paper, based on the theory of performance evaluation and softwaredevelopment, focusing on communities of different positions, different staff performanceappraisal process analysis and design, in order to achieve a fully support the city’scommunity health service centers performance evaluation system. System development toolsfor system development using Microsoft Visual Studio2010. Net platform, application C#the languages ASP.NET framework to build the system framework,the background using theadvanced SQLSERVER2008database system to manage the data, the systemimplementation process,the existing business process optimization,reorganization,design a set of targeted operable performance evaluation system, the paper focuses elaboratedresearch content in the system design and implementation process.This system is applied to the actual work of the performance evaluation of communityhealth service centers, each unit by the system entry staff workload, performance scorescalculated, as well as the issuance of pay for performance. Its implementation for communityperformance appraisal work brings standardization, facilitation, information integrationshared benefits, can greatly increase the enthusiasm of the staff, to help provide a betterservice to the public for the community health service centers, which bring great socialbenefits.
