With the development of the society, the progress of technology, and the improvement of people’s life, family health project (HHCE) has become a hot topic in modern medical field. People take more and more attention to maternal and fetal health care in family. The rich multimedia and the rapid development of modern digital communication technology provide a solid technical foundation for family health project, while home remote maternal care is an important part of HHCE. According to Statistics, fetal hypoxia caused at least 30% of cerebral palsy and 10% of severe mental retardation. The mentally handicapped children in our country are largely due to a hypoxic fetal distress which lead to dysplasia or premature birth. So the fetus home remote monitoring, early detection and prevention of abnormal fetal damage are very important.The maternal and fetal monitoring can ensure the safety of pregnant women and fetuses and achieve prenatal and postnatal care. Currently there are mainly three kinds of clinical monitoring of fetal growth, including heart sound monitoring, echocardiography and ECG monitoring. Through by monitoring the activities of fetal heart during pregnancy, the abnormal status of the fetus can be detected. Then the medical measures should be taken immediately to reduce the fetal mortality rate.Fetal monitoring has become effective during antepartum period and intrapartum period in obstetrics. It can early detect the fetus tolerance to hypoxia, oxygen reserves, fetal distress, to reduce the damage caused by lack of oxygen, improve birth quality and reduce mortality in prenatal period. What’s more, the whole period of maternal and child care monitoring is more significant. With the policy of single two-child introduced, the number of newborns will rise, and people pay more attention to the health of the pregnant women and the fetus. Through the fetal prenatal care, the fetus’s growing status can be detected timely, to avoid damage from lack of oxygen, thereby improving the quality of birth and reducing mortality. It changes the previous passive mode of to the hospital after the onset to the modern medical model of early warning and early active treatment.With the rapid development of computer network technology, the traditional electronic fetal monitoring has also developed towards to remote network monitoring and diagnostic analysis expert system development. Fetal ECG telemonitoring refers to the use of terminal care for pregnant women at home, and then the results of monitoring will be sent to hospital care center through telephone lines, Internet network and GSM network and other communications networks of long-distance transmission. Then the experts will analysis and diagnosis the results and give out the corresponding preventive measures. Pregnant women get much convenience from remote monitoring system, as the pregnant women can get monitoring and know the healthy status of the fetus timely just at home, which can be done in the hospital previously.In recent years, the application of wireless communications technology and network technology to the research of various telemedicine system has become a hot spot. The telemedicine system covers many aspects except the non-local medical testing, referring to all of the remote data transmission system. Currently the fetal ECG remote monitoring system are many main problems, such as ECG-based telephone network transmission speed is slow, and include many interferences; such as fetal ECG extraction outside the abdominal wall is larger more affected by external interference, which may be due to the placement of the probe and other causes.Mobile medical technology marks the emergence of digital healthcare systems are turning to wireless mobile platform from the desktop platform. With mobile medical technology, patients can limit the time and place set aside, without prejudice to their daily work life monitoring physiological conditions, to achieve early detection, early prevention and early intervention of some common chronic diseases. Compared with traditional telemedicine systems,In 60 years, the fetal monitoring technology based on ultrasound Dopple has been used in clinical obstetrics. With the development of electronic technology and information technology, as well with the share of a large number of clinical data and the exchange of the instruments’ use experience, electronic fetal monitoring technology became popular and was the most popular international fetal monitoring method. In 21s, with the mature of information technology, the rise of the fetal central monitoring system achieves a multi-bed maternity care on time. However, these fetal monitor instruments are still many deficiencies, such as the pregnant is unable to leave the beds because there are too many sensors and cables bundling to maternal body which is very inconvenient; the primary hospitals are unable to carry out electronic fetal monitoring because of high technical threshold; the monitor instrument is very large and limited to use in hospitals and can not be used for pregnant women at home. Patients have psychological pressure in the hospital environment so that the measured parameters are different from that in a comfortable environment, thereby it can reduce the accuracy of the system.Aiming at the problems occurred in the current situation of maternal and fetus care system, making full use of wireless communications and networking technologies in a timely manner, this study proposed a design of the maternal and fetal care system for community families. The system will combine wireless mobile monitoring equipment, hospital and community care centers through the network together organically. Pregnant women can get monitoring by using portable, wireless, cable monitoring devices anytime at home, while the detected data can also be transmitted via the Internet care centers to the community sever. Doctors can get the latest test data from the community sever, and the community sever provides in-depth analysis of the data and diagnose the physical condition of pregnant women.The system includes the wireless collection terminals, home client and community care center. The maternal and fetus health care system is applied for pregnant women at home and community. Pregnant women at home can collect various physiological parameters via collection terminal, including the mother of ECG, blood pressure, blood oxygen, respiration, temperature, heart rate, fetal heart rate, uterine pressure, fetal movement and so on. Then the data can be sent to wireless receiver-side or the phone terminal through Wi-Fi, Bluetooth, Zigbee or other short-range wireless transmission technology. And then the data will be sent to home computer via USB, and then sent over the Internet to the community monitoring sever or can also be sent directly by phone.Home client can store the received data and figure it. While the home client also can long-term record the pregnant women’ living habits, eating habits, health status, physiological parameters, etc. It can use MySQL database to record and manage their comprehensive health information for users to create a personal health record. Furthermore the soft system can automatically give health assessment result and appropriate medical health advice. So that the pregnant early corrects bad habits, bad eating habits, prevents the occurrence of various chronic diseases, improves the sub-health status, to give birth to a healthy baby. This system is for the user to conduct a comprehensive health management, providing convenient comprehensive home health services for pregnant women during all the pregnant phases.Home terminal can also obtain fetal heart contractions data for further processing, by some algorithms to get a baseline of fetal heart rate, the basal line variability, deceleration detection, acceleration detection, and other parameter indexes, referring to latest authoritative classification criteria of the US and Canadian Society of Obstetrics and Gynecology Association to analyze, score and classify the fetal monitoring parameters. Thus with simple teaching, the pregnant women who do not understand the medical knowledge can quickly know the baby’s health.The doctors in Community server can check the individual health records of pregnant women on time to know the health status of the pregnant woman and fetus, then to discover the health risks as early as possible and give medical and health advice timely. The doctors can communicate with the users real-timely by remote transmission based on TCP protocol. Thus pregnant women can get medical care, reducing at home and avoid rushing toil between hospital and home. What’s more, it also reduces the medical pressure for the hospital.The system software was developed with C++ programming language in Microsoft Visual Studio 2010 on the Windows system based on C/S mode. The data was managed in database MySQL 5.0, combined with MySQL-Front 4.0 database. with the TCP protocol Socket technique, this paper developed doctor-user remote real-time communication function mode. The C/S model can give full play to the client PC’s processing power, reduce communication overhead, and has good stability and flexibility. Microsoft Visual Studio 2010 has Simple interface integrated development environment as well as import into the NET Framework 4.0. Since the system software is used in the family, the amount of data is small and it is suitable for MySQL as the data storage management. MySQL is small, fast, low cost of ownership, management information systems ideal small database. It is a relational database included seven kinds of objects. They are the table, query, form, report, macro, and module.This paper firstly introduces the research status about the maternal and fetal care system at home and abroad, and analyze the characteristics and shortcomings of the monitor before. Secondly the design of the entire system is proposed on the basis of above analyses. Thirdly studying the algorithms involved in the system software such as the baseline algorithm of fetal heart rate, deceleration detection and acceleration detection algorithms, contractions status forecasting real-timely algorithm. The algorithms get verified correctly. Fourthly the system software was designed and programmed, including two computer simulated client and server communicating transmission experiment to verify the feasibility. By analog data input, the system software was debugged, and result was good for the system handled a stable display. The results show that the system software has good stability.The system is not yet perfect mobile client.now it can display FHR data and receive data contractions, and further data processing DSP phone has not been completed. Because of the limited phones running speed and storage capabilities, the data processing algorithms applied to phone will be further studied.With further study of this project, maternal and fetal health care system can extend the mobile phone terminal. The collected information, can be send to mobile phone through blue tooth and stored in mobile phone. Then the data can be sent to community monitor sever through mobile communication or Unicom communication. It is not only convenient for the user to send information quickly, but also convenient for doctors to statistically analyze the data. As sharing the data, other doctors also can learn and provide diagnostic guidelines. Therefore, maternal and fetal health care will become an important study in prenatal medical area which has a very broad practical application meaning and big development prospects.
