Geographic Information Systems (abbreviated GIS) was developed in the1960s as acollection, storage, management, analysis and display of spatial and geographic data relatedto information systems technology. GIS technology has massive data processing capacityand strong temporal and spatial analysis capability, which is widely used in resource andenvironmental assessment, land resource management, and agricultural productionmanagement and other applied researches. In recent years, with the worsening of globalecological environment, environmental pollution is a growing concern, and water pollutionproblem is very prominent. The use of GIS technology for accurate environmental pollutionmanagement, analysis and evaluation is an effective mean to achieve reasonable controllingand efficiently using environmental resources.This article uses the water pollution control system of Liao river basin in Jilin provinceas a example, designed and realized water pollution evaluation information managementsystem based on ArcGIS Engine secondary development by C#. And SQL Server database isdesigned and implemented storing information. Through this system you can manage andview the information sources. Users are also able to adopt the surface water quality standards.According to the environmental quality standards for surface water, the system can dividethe quality of water into5level by comparing the amount of21kinds of pollutions with thestandard. And t the system can display the result by the level of water body. Through thissystem users can find out the main pollution of one river and the main unite disposing it also.The main work of this article is shown below:1. Analyze the requirement of water pollution managing.Based on information of Liao River water pollution, the system carried out a detailedneeds analysis, including overall system requirements, functional requirements andnon-functional requirements analysis, and system feasibility analysis. According to thedifferent types of access to data the article designs the database and clears different users ofthe system.2. Design the system.According to the overall design principles, this paper uses layered architecture dividedthe system functions into the system login module, data management module, and pollutionobservation module three parts; and designed each part in details.3. Design the spatial database and non-space database. Considering the different types of data, the system use spatial database and non-spacedatabase storing data to simplify the work of managing data. Geographical data such as riverinformation is stored in spatial database while water pollution information is stored innon-space database.4. Realize the water pollution assessing and information managing system using thedata of Liao river of Jilin province.This article demonstrates the operation of the system interface and performance of thesystem testingThis paper designs and implements a water pollution assessing and informationmanagement system, which simplifies the process of environmental protection for theenvironment sector. The system also provides a visual information platform with goodexpansibility, and is easy to combine with other GIS technology, laying a solid foundationfor the subsequent development.
