The Dynamic Mechanism And Policy Selection Of Triple-Play

Currently, the difficulty of Triple-play lies in the integration of the radio-television networks and the other two networks,especially such integration involves the distribution of interests between the broadcasting system and telecommunication system thus making the process of Triple-play more difficult.Looking back on the way of China’s Triple-play, we found that the driving force of Triple-play comes more from the administrative intervention and each step to promote the Triple-play comes along with the breaking through of the administrative barriers.Since the content market and broadband market will be highly competitive after Triple-play, so whether there exists some kind of the internal dynamics that promote integration between these two sides and then boost triple-play efficiently.Meanwhile,,the internal dynamics also provide administrators bases for making f industrial policy.Firstly,the mathematical modeling method was used to analyze the interests games between the radio-televisionand telecommunications systems,thus explaining why the development of the IPTV market encountered a lot of resistance. We also drew the following conclusions from the models:(l)there existed such market equilibrium in which the bidirectional open-door policy benefited both the broadcasting and telecommunications,namely,the internal dynamic mechanism did exist;(2)to reach the socially optimal level,the social planner can manipulate the degree of integration together with the entering cost, namely the dynamic mechanism worked effectually.Secondly, we analyzed the course of integration development and related policies of Triple-play in China, and on this basis, we got some strategies for helping the broadcasting and telecommunications operators better participate in market competition. Finally, according to the models set in our paper, we found at the socially optimal level, the government regulatory agencies should play a more active and effective role, and to some extent, we got some recommendations for the path selection of triple-play.
