There is great difficult in policy integration and fusion of waiters. The laws and regulations of the triple play lags far behind of its development,. There is also a mess between interest groups and economic power. At the same time, social supervision and control system is not yet perfect. As the content aspect, TV content and web content is hard to unification, such problems of the content of the scarce for three screen fusion.
