Challenges And Opportunities Faced By The Chinese Triple Play

In the Tenth five-year plan, it was first affirmed that the triple-play is a significant substance toconstruct the modern information infrastructure and to impel the national economy and socialinformation. For the sake of achieving the interoperability of the three kinds of networks andresource sharing and to develop the national economy and social information, the TenthFive-Year Plan, the Eleventh Five-Year Plan and the Twelfth Five-Year Plan all have made clearinstructions to impel the fusion of the triple-play. However, on the whole, it improves slowly.Owning to the realities of national conditions of China, the Chinese-style fusion of the threekinds of networks is not the pure fusion of markets, technologies, and interests. Nor is theintegration of administrative bodies and institutions. But is the integration under the auspices ofthe ideology of participation with Chinese characteristics. This requires us to make amulti-dimensional response.Of this thesis, we look on the status of development of triple play as the weft and theexperience of the United States as a frame of reference, combined with Chinese characteristicsjournalism background environment, we put forward the path of the development of triple playby using the“digital divide”theory, cultural and critical theory, and the use and meet theory.Research direction includes the current status of our triple play, the existing problems and thedevelopment trends. The object of study for the triple play is clearly defined astelecommunications network, broadcast networks, the interconnection of the computer internet,focusing on content analysis, comparative study and other methods to access and learn from athome and abroad about the triple play theory and literature, in accordance with understanding ofthe theory-Situation Analysis-China and the United States-specific measures andrecommendations of the basic ideas, put forward corresponding countermeasures andsuggestions from the business perspective of operators and national strategic direction.There are five parts in this paper. The prolegomena introduces the background, historysignificance and the research status at home and abroad, the research methods and the innovationof this thesis，combing and defining the concept of triple play. The first chapter describes the knowledge of triple play and national development status, pointed out that the significance andnecessity for China to advance the triple play. Chapter II, Chapter III are the main parts, theyanalysis the similar background of China and the United States to promote the triple play throughthe comparative analysis of the Sino-US triple play, that is strong market demand and the relaxedpolicy environment, China already has a suitable external conditions to promote triple play, weproposed countermeasures and recommendations by comparing the development of China andthe United States in the management system, laws and regulations, regulatory policy, thedifferences of the mode of operation. ChapterⅣsummaries the need for the development oftriple play, pointed out the current development of bottlenecks that the triple play facing. Andpropose an ideal model and look forward to a better future.Domestic research of the triple play has just kicked off, a lot of researches still remain on thetheoretical level and just put emphasis on the importance of triple play on the system. Therelevant concepts and points are not clear yet. The key is that we should look for the Chinesesituation and the feasibility of methods to promote triple play progress as soon as possible withthe combination of advanced foreign experience. I hope this can play a valuable role to solve theforward-looking issues, put the study of the triple play of China to a new level.
