The network collective behavior is relatively concentrated network language toexpress, with the enlargement of the scale has triggered a series of related effects.Theseeffects not only can promote communication between citizens and speed up the flow ofinformation, at the same time also have spread rumors, slander others, destroy thesocial order, create social chaos, etc. These effect of behavior especially negative effecton the society has attracted the attention of scholars both at home and abroad, therebyproduced some related research articles, but overall network collective behavior itselfand its relationship with the government regulation, there is no scholars to carry on thedetailed analysis and elaboration.In this paper, the focus is excessive expansion of thenetwork collective behavior,due to the expansion and spread of unreasonable networkcollective behavior will hurt the other legitimate rights and interests of citizens andeven the normal order of society.The core of this article mainly around the governmentregulation and Internet freedom of speech and Internet security paradox relationsformed between these three angles are analyzed and expounded, as to find out theappropriate rules and regulations of government in view of the network collectivebehavior.This paper analyzed and elaborated in five parts:The first part is the interpretation of the concept, the concept of analysis is the basisof theoretical research.In this section, first of all, defines and describes the concept,and compared the similar definition of concept, points out the different of both scopeand content.Second is according to the number of internet users in the networkplatform and their emotions, to reclassify network collective behavior and comb.The second part is classifying network collective behavior and nearly ten years avariety of network collective behavior, on this basis, describes the theory and currentsituation of government regulation.The third part is some problems which caused by the network collective behaviorand social effect, both to explore and extend the contents of the last section,This part deeply discuss the negative problem of network collective behavior,and describes thenegative damage to the individuals and society from four aspects.Fourth part to analyzed and solve key problems-government regulation.The first isto explain the network collective behavior can be binding and regulation.Second is toexport network cluster behavior of government regulation, Internet freedom and thesafety of users of these three paradox, the paradox of disharmony is the root cause ofthe problem is not solved.The fifth part is the last part of the article, it put forward tentative solution fornegative problems on the network collective behavior: first is to improve the legalsystem, and the second is to innovative regulatory tools, and the third is to refine thecontent regulation, the final is to guide the object.
