With the development of information technology, the work mode of government has undergone rapid changes. E-government has brought new vitality to the office work of government. The massive expansion of Internet has put forward higher requirement for the work mode and efficiency of government. Speeding up the implementation of e-government has become an inevitable trend. Therefore, our city needs to develop and improve e-government office systems. It can release office workers from long and complicated business affairs. It can also improve work efficiency, reduce office costs and realize office automation.This thesis analyzes the domestic and international overview of the development of e-government, a comprehensive exposition of OA office systems, the construction of the city’s e-government portal, network security applications, as well as the problems, the objectives and programs of the city’s e-government construction. E-government system is divided into multiple modules, such as personal assistant, document management, internal mail, meeting management, information dissemination. Thesis focused on the core module of the document management and meeting management OA office system, from the study of documents and meeting the application requirements, technical characteristics, module demand analysis of two modules functions related development technologies and each module mutual co-ordination. In accordance with the requirements of the practical application, the thesis designs and describes the business processes of the above two modules, data tables, the specific function.Organs in Changshu, the e-government system has been widely used to improve the efficiency of government office, combined with the actual situation of the city’s e-government building, and better meet the needs of the application functions and system security.
