| There are now available more than580publishing companies in China, which strictly speaking, have been running under both semi-market and semi-planned economy for a long time. Consequently, publishing is one of the most representatively administrative monopolies and one of the slowest growing industries during the process of marketization. ISBN is a string of13numbers, in principle having no economic value itself. There are no differences between ISBN and the worldwide used bar code of coffee, milk or bread etc. ISBN is just a sign of an official publication used to identify the category and price of a book, which takes the responsibility of protecting intellectual property rights. However, during a long time, as the sign of publication without any value, ISBN has gradually become a sign of owning the exclusive publishing rights chartered by our government for state-owned publishing houses, and has unconsciously become a kind of publishing resources.This paper is writing from the point of the ISBN administration of Chinese publishing. In the perspective of the actual state of ISBN resourcelization, as a peculiar phenomenon appearing on publishing, since reform and opening up, this article is actively exploring the effective methods and basic way about both publishing administrative management reform and the healthy development of the press industry through thoroughly arranging and analyzing.There are including two meanings of the so called "ISBN resourcelization" in this paper:The first meaning is that during the practical application, ISBN resourcelization means a kind of measures and methods for our publication administration department to strengthen the administrative management to publishing companies during a long time through authorizing ISBN and limiting the exclusive proprietary copyright, besides, ISBN has been considered as a kind of publishing resources to manage."ISBN resourcelization" has a second meaning. As a result of the system of examination and approval on ISBN, under the circumstances of neither having qualifications for establishing publishing companies nor been authorized the ISBN in a right way, it gives birth to a huge buyer’s market where buying the ISBN is available, so the ISBN is promoted to obtain certain added value. Consequently the ISBN turns to be a scarce resource in publishing, and has been able to be sold and bought as value merchandise.This article provides you with great details of the appearance and the variation, the dilemma and its reasons hiding behind of the "ISBN resourcelization", which has been put forward through thoroughly arranging and analyzing during this paper.1. The primary reason of the ISBN resourcelization is caused by the nature of publishing monopoly.2. The defective publishing access and exit mechanism is a significant matter.3. Along with China reform’s deepening and the legal publishing position’s establishment for those professional publishing strength beyond the present system, the government will provide more developing space to the current ISBN system as well. With optimizing our publishing resources distribution, and with the healthy competition and development of China publishing market, the ISBN will not become richer than gold any more. Besides, finally the trade about it will disappear under ripe conditions. With no doubt, our publishing industry is still inadequate for completely unplanned management, however, ISBN resourcelization has been one big challenge and difficulty that have to be faced through publishing administrative system reform. We should return ISBN back to its original role in publishing while not be caught as a kind of scarce resources monopolized under administrative department’s hands. We should treat the trend of ISBN management from a developing and globally angle. Based on the analysis of the advanced foreign management experience and the situation of our country, aiming at the phenomenon of ISBN resourcelization, the paper provides several strategies on how to boost up our reform of the administrative system in publishing.1. Vigorously pushing forward the reform of the administrative system in publishing, and to strengthen macro-control, transform government functions and realize the change from approval type to a service type function.2. Reforming the monopoly system of publishing right, and changing the present situation of ISBN monopoly.3. Establishing a perfect exit mechanism, and integrating publishing resources.4. Strengthen and improve accessing system, meanwhile to solve the issue of the publishing channel and to form the benign interaction available both beyond and within the system.5. Regulate various kinds of co-publishing activities, adding market supervision organizations, and strengthening supervision.6.
