Along with the development of the intelligent traffic management, the electronic police system turns to be a dispensable part of the modern traffic control system. It realize the real-time monitoring of motor vehicles’ illegal acts. Such as running the red light, retrograde, overspeed, illegal U-turn, illegal lane change, illegal stops, etc. It’s an important supply to the monitoring management of City road. The external hardware of electronic police system determines photos’quality directly. At the same time, the license plate recognition system which is the core component of electronic police system has a great impact to efficiency and quality of the system.This paper take an engineering of repair the South-passageway traffic monitoring facility in Shenzhen for example. Analysis the methods of improve electronic police performance and monitoring quality in urban road. This paper focus on the layout of monitoring equipment in the intersection and improve the algorithm of vehicle license plate recognition.1. In city intersection, for the reason that configuration and cohesion of electronic police system external hardware does not follow the appropriate, usually cause problems like low paparazzi sensitivity, lots of waste photos, low material utilization, time-consuming, poor signal timing adaptability, etc. To solve these problems, this paper puts forward the following ways:move forward coil to proper position to reduce the sensitivity; cutting seam slot and layout wires in central of coil to improve construction efficiency and save wire rod; location vehicle testing instrument after a lane change realize to statistic every direction of traffic flow much more correctly. This providing more accurate data support to traffic signal timing in future.2. Plate recognition system is the central component of electronic police system. It include of image preprocessing, license plate character segmentation、license plate character recognition and how to carry them out. In the process of License Plate Location, line scan and vertical projection of the line scan are used to determine the horizontal and vertical region of license plate. And then, use hough to correct location of license plate. Based on some prior knowledge, such as the license plate size, characteristic value projection can complete character segmentation. It’s provided conditions to the character recognition. The character recognition process is the emphasis of this paper too. After a comprehensive study on the common method of character recognition, the article proposed one kind of character recognition methods which put extracting contour features, extracting more than baseline number, extracting edge profile to distance and template matching combined. This method in character recognition has obvious advantage of Character recognition speed and accuracy.After opening the improved crossroads, electronic police system is operating normally. The quality of shooting and identifying illegal vehicles and traffic timing scheme are improved. Matlab is used to carry out the algorithm which has been discussed. And then complete vehicle plate recognition interface. To test the illegal photos which are collected in the intersection, the quality of shooting and identifying illegally vehicle are meet the regulatory requirements of transportation departments. It verified feasibility of the improved methods. This paper focuses on the application of electronic police, it has some practical significance.
