With the improving and enhancing of automatic weather observation techniques in China, the automatic weather observation equipment gradually put into use at different levels of meteorological stations. The type of meteorological data that prefecture meteorological stations get are becoming richer, and the amount of data is also increasingly greater, and the frequency of the observations are also constantly increased. These changes has broken the limit that we can only get a few data by manual observation in the past, it provides more and more sophisticated basic data to different levels of meteorological administration for the service of weather forecast and predict, especially in the services of approaching and warning forecast, Punctuality data (hourly data) is the basis of all meteorological observational data, it is also the most used, representative and availability data in the professional work of forecasting and predicting. Punctuality data file generated by Operational Software for Surface Meteorological Observation(OSSMO) is a text file, the ease of transmission, but not convenient for storage, statistics query distribution and sharing.This thesis focuses on the implementation process and technical principles of the Punctuality data Real-time monitoring system that consists of transmission, monitoring, conversion, storage, distribution, statistics, analysis and query that was built using advanced programming language such as SQL, FTP and VB.NET based upon C/S model in the basis of the existing network infrastructure. The main contents are:1. Study on technical principles and processes to achieve the real-time off-site transmission of punctuality data files.2. Describe about the implementation process to build the punctual SQL database, and technical methods of real-time format conversion program which had been designed and developed yet.3. Study on the development and design process of the data distribution platform based upon C/S mode, principles and methods to draw the trends of various elements using the drawing control.This paper is divided into six chapters, focusing on how to resolve the issues that exists in data using of the current meteorological services. The technical principles and implementation process of achieving off-site transfer, conversion storage, and distribution about meteorological punctual data files were described in detail from the aspects of developing background, requirements analysis, technical ideas, technical principles, implementation steps and functional structure. The technical processes that the combination of bottom-up file transfer mode and top-down mode of data distribution was summarized systematically. The structure and composition of the system as well as the technical principles of each subsystem were presented comprehensively.
