China's meteorological observation system is a comprehensive nationwide coverage of the land,ocean and high altitude ,from the surface into interplanetary space as well as from the physical parameters of atmospheric to the trace components of chemical in the atmosphere and ocean, land, ecology, environment and other related areas, to carry out a long-term non-stop, Multi-space and comprehensive observation in the large system. It is consist of ground-based meteorological observation systems, ground-based high-altitude weather observation systems, space-based meteorological observation systems, space-based to earth observation System, special observation system, meteorological observation and observation benchmark quality assurance system to the country's disastrous weather it can be a omnidirectional all-weather, three-dimensional observations.As the provincial level, the meteorological observation system mainly refers to an integrated ground-based meteorological observing systems. With the progress of meteorological science and technology, a large number of automatic weather stations is put in use, changing the original model of the artificial observations, data transfer mode, data processing and storage mode and so on, gradually moving towards the ground meteorological observation automation, networking and refinement. till 2008, our province in the main river basins, in the major cities, major traffic routes, major tourism node, geological disaster-prone areas and key towns and townships of the county seat, eco-environmental vulnerability areas, major grain-producing areas, weather and other disaster-prone areas has set auto-encryption 1254 meteorological stations, the central hilly area in the basin has established the soil moisture of 50 automatic monitoring stations.In this paper, combined with the structure of the current ground-based observing systems, data transfer mode and the communication network and so on, its remote monitoring and fault alarm is discussed and designed based on the WEB weather observation network of ground-based real-time monitoring solution. it can monitor the operation of ground-based observation system in real-time to identify anomalies, and timely adopt measures by voice or text messages, informing relevant staff, carrying out timely maintenance. if the communication conditions allowed, a remote fault analysis and maintenance will be turn into reality. And the troubleshooting time of our province comprehensive meteorological observation system will be shorten, furthermore the efficiency of our city comprehensive meteorological observation system wil be greatly improved.The main platform in this article is .Net, it use hierarchical design models and distributed system model, part of the application of the subsystem use B/S framework ,all are based in WEB design.
