With the rapid development of Leshan Electric Power Bureau and the progress ofElectric Industry Regulatory Reforms, the traditional Performance Management Systemcannot satisfy the need of the development of Leshan Electric Power Bureau. How toimprove the efficiency through Performance Management System had been a problemof desiderate to solve.This Performance Management System was developed on the basis of the demandand actual conditions of the management of Leshan Electric Power Bureau. Firstly thispaper introduces the background and significance of the conception of PerformanceManagement System, and we also introduced the pertinent research contents andmethods and the general situation of the research district. Secondly the paper introducesthe correlation technology on the realization of the system in datail. Afterwards detailedanalysis of supply and demand was made about the system including analysis of processof the entire system, business logic of all types of users, and the configuration ofsoftware and hardware of Client and Server. Then the system design was madeincluding the design of data flow charts and Entity-Relation Diagram which wasdescribed detailed. Finally, it introduces the detailed implementation of the system andthe detailed test on our system. At the end of this paper, main contributions aresummarized, and a few issules which will be solved in the future are proposed.
