Facing more and more drastic competition, human resource management has played an important role at strategic level in enterprises. Improving employees'performances can help enterprises develop and succeed in their targets.This paper first introduces the beginning and development of performance management, its basic theories ,then discuss its present application and common problems. Basing on performance management system that is running at Luzhou Electric Power Bureau, this paper gives demand analysis and system design in order to build a management information system. It is implemented using Visual Studio 2008. The basic steps are: demand analysis, system design, database design, function configurations. Self-governed modules have been designed to execute the functions. The designed libraries and tables are clear and easy to understand. All forms are carefully laid out with explicit descriptions and the data from report forms has shown up the importance of performance management.The application of performance management information system has been improving efficiency and justice when evaluating employee performance.
