With the rapid development of economy, the ship water activities is increasing, Sothat the water traffic environments become more complex, there are many safe hiddentrouble, Urgent need of maritime administration to increase the supervision of the safetyof the ship, complete control of Ship Navigation information.Today’s society a large number of ship information increase, to rely on manualcollection, storage,transmission and processing of this information is unthinkable, Thecomputer has a memory speed, storage capacity, high accuracy, high reliability, insteadof human labor to a certain extent,Ship management in computer informationmanagement system to raise the level of safety supervision, Therefore,it is urgent todesign a kind of ship traffic information management system based on AutomaticIdentification System (AIS). The system using AIS technology, advanced VHFcommunication technology, computer network and information processing technology,realize standardization and informatization of the vessel traffic management. In thispaper, the research contents include the following aspects.The thesis reviews and analyzes the Vessel Traffic Services (VTS) technology, AIStechnology and the Latest State of traffic management information system, and analyzesthe VTS vessel traffic management system structure and AIS technology systemstructure, also analyzed varies development method the management informationsystem.Combined with the actual function demand of VTS system ship informationmanagement, through the maritime system user application process is analyzed, thesystem’s overall network structure and total function structure is included. The systemapplied hybrid model of C/S mode and B/S mode in the system developing.The thesis introduces the overall design scheme and function division of AIScommunication subsystem, which is used to obtain data. Using Visua1C++6as thedevelopment tool, through the serial interface access to AIS ship message informationmethod is given, and gives the process and procedure of AIS information messageextracted, parsed and stored into the database. After the analysis of vessel traffic management application business, the systemfunction module design, system structure design and the corresponding data informationtable design of vessel traffic management information is given. In addition, A part ofoperation results of vessel traffic management information system is introduced.Through research, To achieve a suitable Heilongjiang River Vessel TrafficInformation Management System, With the seven functions of the ship management,crew management, flood control and management, report management, navigationsafety management, management, personnel management and system management.Vessel traffic information management system for advanced AIS and VHF network forship dynamic and static information, Comprehensive, real-time monitoring andmanagement of the ship. Part of the sub-functions by processing information on theship,to assist in the operation of vessel traffic information management, Savings inmanpower and material resources, Improve information reliability, accuracy andefficiency, Provide reliable information to support the maritime administration,Maximize the protection of the marine traffic safety.
