With the deepening of opening and reform process, binhai development zone’s economic development speed is more and more fast, and produces a large number of construction wastes in urban infrastructure process. The emergence and growth of sediment vehicle fast solves the transport problems of construction waste. Because sediment vehicle’s capacity is big and task is arduous and drivers pay insufficient attention to traffic problems, sediment vehicle accidents occur frequently. Sediment vehicles management not only accords with the demand of urban planning, but also meets the requirements of the traffic management. Reasonably managing sediment vehicles and improving the vehicle’s operation safety become a major issue the city managers need to solve.This paper introduces design and implementation process of sediment vehicles management system in binhai development zone, and describes demand analysis process of sediment vehicle management in detail, and studies structure design and function design of system based on the demand analysis. Finally, this paper realizes all functions of system in the design basis and does complete test for system. System design uses UML2.0standard and system architecture uses Struts2+J2EE and front end uses JSP technology, which realizes the interaction with the user.The whole system using GPS system platform and GPS vehicle terminal equipment realizes the sediment vehicles management. Through monitoring and identifying sediment vehicles, this system can enhance the fast, accurate, reliable and unified information management ability of sediment vehicles, and implement dynamic tracking and monitoring, identification, management and other functions for sediment vehicles dynamic information, and also provide a uniform service. The system realizes real-time monitoring of the vehicle, organization management, user information management, authority function limit, data analysis and statistics, vehicle map information acquisition and other functions. The system uses the existing GPRS data transmission system and combines with GPS positioning system to accomplish the real-time tracking and positioning information preservation of vehicles and other functions. Meanwhile, this system sets a variety of functions such as vehicle positioning, map navigation, office affairs, etc. The separation of data and operation assures security and stability of system.Since the system was put to use, the whole sediment vehicles management system’s operation had been stable, safe and reliable. This system promoted the vehicle information management efficiency of development zone and reduced the sediment vehicles accidents, and played a certain role in promoting economic construction of binhai development zone as well.
