With progress and development of social science and technology, people focus more on monitoring and managing natural disasters. Traditionally, people can only monitor natural disasters by artificially some biological phenomena. However, with the development of natural science, we are able to monitor the nature through a variety of indicators. With the increasing amount of data and the accelerated pace of life, the traditional paper-based management approach has clearly failed to meet modern needs.A scientific system which is able to effectively manage disaster information, reducing the errors of management, protecting people’s personal and property safety should be designed immediately.This thesis introduces every process from requirement elicitation to systematic implementation of a J2EE-based disaster information management system. The system uses B/S structure and the mainstream technology of modern website construction, J2EE, which contains Hibernate and Struts2technology. In order to enhance system’s scalability and integrity of system architecture, we use Hibernate technology to design and arrange related database codes, and Struts2technology is applied to solve coupling problems between functions. It lays a good foundation for the designing and maintaining of the codes in the future.In order to efficiently manage disaster information, the system utilizes sqlserver2008as the database server to manage the disaster information. The detailed design of the structure of the database reduces the redundancy in information storage and strengthens the association and constraints between the information, well maintaining the integrity and security of information, and laying a solid foundation for the design and implementation of system.Catastrophe letters management, semi-annual report/annual management, custom report management, ledger management, data query statistics and system management are included in the system, which covers functions of adding, auditing, processing, deleting, modifying, and querying of disaster information. After a strict functional and performance testing, the system basically meets the basic needs of the users’.The users of the system can easily manage the disaster information effectively. On the one hand, it improves the efficiency of the staff. On the other hand, it realizes the efficient management of disaster information which largely protects people’s personal and property safety.
