After China joined in WTO, domestic shipping demand is growing rapidly.To ensure the normal shipping,the shipping companies have to handle the daily work of the mass information everyday.Using the traditional way of reling on personal experience, have failed to meet the development of the modern shipping industry.shipping enterprise information management is more and more important to shipping companies. Ship management companies basically have carried out maintenance management system, however, due to various reasons, most of them are unable to continue to use. Because the system is customized high and lack versatility, it can not be used under new ownership. Integrating ship maintenance management information and establishing a new management system, to build a complete ship maintenance management system is the ultimate solution.The Engineering Management Information System discussed in the paper is the ship maintenance management system which is for all shipping companies. The overall management of planned maintenance, spare parts, materials, ship repair, cost of oil, crew, voyage and certificate, make the ships in the inland river,inshore and offshore more secure and the management of the shipping enterprise more scientific. Eventually, it can make the enterprise to strengthen competitive power. This system is applied B/S system which mostly used in various large, medium and small enterprises at home and abroad to design the architecture of the system. Using Struts2, Spring and iBATIS technology which are based on the MVC model and combining these three kinds of comparatively mature technology organically to build the SSI integrated development framework. On the base of the overall system development framework, a detailed analysis and design is carried out on the major functional modules of the system, and the main module development is completed. Finally,maintenance decisions related issues about ship maintenance management system are discussed in this paper. For ship materials management, the (s, S) storage strategy mathematical model is established.Actual operating results show that the system with fast response, high security and scalability advantages based on SSI, thus ideally suits to improve the level of domestic shipping enterprises maintenance management informatization. Decision-making methods researched in this paper improve the scientific nature of maintenance and materials management. And the decision-making methods are of great significance in the protection of the equipment reliability and cost savings.
