Time Division-Synchronous CDMA (TD-SCDMA) is one of the3rd generation international mobile telecommunication standards put forward by DATANG Telecom Group in1998, approved by International Telecommunications Union (ITU) and adopted by the3rd Generation Partnership Project (3GPP). This is a pioneer of our country communication a century history, and it badge our country communication technology enters the beginning of the international competition.Our nation should be proud of TD-SCDMA.This paper researches deeply the3rd generation mobile telecommunication system, TD-SCDMA, Uplink Outer Loop Power Control technology application. The paper puts forward a new TD-SCDMA system Uplink Outer Loop Power Control arithmetic via the research of the Radio Access Network and the Radio Resource Manager arithmetic, the TD-SCDMA system Uplink Outer Loop Power Control arithmetic bases on BER or BLER of UE measuer report. The arithmetic combine the report value with the configuration of the RAN system and RRM,according to the result of the combine result,.
