With the rapid development of mobile communication technique, customers'demand on high capacity system is increasing. At the same time, it is a certain trend of the future mobile communication systems to provide customers with various services. Radio Resource Management (RRM) has already been one of the key issues in Code Division Multiple Access (CDMA)-based 3rd Generation (3G) Mobile Telecommunication Systems [1]. Couple with 3G commercial days just around the corner, we have begun carrying an investigation in key issues in Beyond 3G or 4G Mobile Telecommunication Systems, and radio resource management being one of them, which is the key of influencing system performance and assuring customers'Quality of Service (QoS). This paper mainly works over radio resource management strategies in Wideband Code Division Multiple Access (WCDMA) systems.This paper extends radio resource management research based upon a brief presentation of RRM issues in Wideband Code Division Multiple Access (WCDMA) systems and system structure. The users claim for comprehensive applications in WCDMA systems, so we investigate a high anti-interference, anti-damage RRM algorithm in WCDMA systems. Serving as a complement to military communications, civil communications must keep secret, and at the same time must enhance anti-interference and anti-damage ability. So far as service provider is concerned, it is not allowed to modify infrastructure already built in large-scale. Therefore, to ensure reliable communicate by RRM schemes is one key point investigated in this chapter.
