TD-SCDMA, Time Division Synchronous Code Division Multiple Access, is the third generation mobile communication standard proposed by China which have independent intellectual property rights, and is widely accepted and recognized as an international standard. Since2009the Ministry of Industry and Information Technology released the3G licenses, China Mobile TD-SCDMA network has covered all cities and county area and some villages and towns, and the number of subscribers reached51.21million.Radio resources of TD-SCDMA include frequency, time, spread spectrum yards, power and so on. With the development of TD-SCDMA network, the requirements for RRM (Radio Resource Management) are higher, so RRM should be able to provide more algorithm strategy for network optimization strategy.This paper first studies the third generation mobile communication system (TD-SCDMA) universal model and analysis radio resource management functions. Then by studying RNC (Radio Network Controller) equipment technical solutions and RRM algorithm, this paper mainly focus on the part of the RRM which is introduced in detail, and put forward the RRM module design implementation scheme, which includes the RRM module design and the design and implementation of OVSF and midamble administrate sub-module.Radio Resource Management module is an important part of RNC. Radio Resource Management module run on RNC signaling processing board as an important part of the high-level signaling. The software related in this paper is written in standard C language. By modular design, make the efficiency, expansibility and maintainability of software improved.
