The Research To The Construction Of The Total Quality Management System In Chinese University Libraries

Institutions of higher education are one of the most important factors that influence a nation’s core competitive power. As the heart of the university, the university library plays an important role in providing the intellectual support of teaching task and the scientific research for the institutions of higher education. Therefore, it is essential for institutions of higher education to reinforce the construction of university libraries, and to improve the quality of management and service level of university libraries. With the challenge of the knowledge economy and information age, Chinese higher education has entered a rapid development period. Under the circumstance, it imperative for university library circles to cope with the new opportunities and challenges and try to adapt itself to meet the needs of institutions of higher learning and its own sustainable development. In this thesis, the author discusses the construction issues of total quality management system in Chinese university libraries by utilizing the theory of book information, management and total quality management and combining with the actual situation of the quality management and reader service in Chinese university libraries at present. First, the author makes a brief introduction of the concepts, basic theory and implementation of total quality management in Chinese university libraries. Then systematically analyses the restrictive factors of implementation of total quality management and the obstacles in building of total quality management system in Chinese university libraries. And combining with the advanced case of total quality management in foreign university libraries, puts forward the successful experiences which Chinese university libraries can reference in building total quality management system and implementing total quality management. Base on the above, this article proposes a construction model of comprehensive quality management system in Chinese university libraries. Finally, it puts forward several construction strategies of total quality management system against many construction obstacles of comprehensive quality management system in Chinese university libraries. I hope the research in this paper can contribute to the construction and development of quality management work in Chinese university libraries, and enable Chinese university libraries to provide higher quality, higher levels of information security services for the teaching tasks and scientific research of institutions of higher learning.
