Research And Application Of Benchmark Land Price Information Releasing System Based On Webgis

Along with the development of social economy becoming more diverse, the business scope of the land management department expands unceasingly, and the online office will gradually become the development trend of the future in the land evaluation and review process. At the same time, with the rapid development of economy and the continuous improvement of the public consciousness, the public are in dire need of realizing the transparency and publicity of the town benchmark land price information. From the point of geography information service and sharing, by constructing a perfect benchmark land price information releasing system to realize the dynamic releasing of land price information, supporting inquiry statistics and relevant auxiliary analysis service, and building a complete online office management workflow of land appraisal industry, which can effectively solve the problems of land management department to a certain extent, timely provide town benchmark land price information for the public, and realize the rapid sharing the land price information. Therefore, this paper use advanced WebGIS technology, maptile technology, database technology, workflow technology and land information visualization technology, design and develop the benchmark land price information releasing prototype system, which realizes the land grading and the dynamic estimating of land price and the releasing of the town land price information, and realize the land management department office automation.Based on the demard analysis of the benchmark land price information releasing system, the system is divided into the land price information releasing service and the business management functions. Under the.NET environment, the benchmark land price information releasing prototype system is developed based on ArcGIS Server platform, and by using the ArcSDE and SQL Server realizing the organization and management of spatial data. Compared with the existing land price releasing system, the system of this thesis realizes the various services of the benchmark land price information and establishes the land appraisal business management mode based on workflow technology, which is somewhat advanced, the main contents and achievements of this thesis include:(1) According to the needs of the town benchmark land price information management, from the point of view of the land price service expatiate some key technical issues of the benchmark land price information releasing system, and detailly dissertate the WebGIS technology, maptile technology, vector data releasing and network transmission technology, land grade visualization technology and workflow technology combining the characteristics of the benchmark land price information releasing; (2) Analyze the needs of the benchmark land price information releasing system, according to user requirements, designing the function framework and the detailed functions of the system for the whole system design and detailed design, refining the function modules step by step, the funcitons which are defined and described perfectly from the process, the function, the organization and the information four aspects.(3) According to GIS theory and related standards, research the geographic information system based on components, space database technology and spatial analysis in the application of land grading and appraisal, based on the establishment and implementation of some key technology for town land grading system, wich ArcGIS as the platform and VB.NET as the programming language, realizing the land grading and the visualization of thematic information;(4) Analyze the characteristics of the town land grading appraisal data, establish the town benchmark land price database based on Geodatabase spatial data model, by using the space database engine ArcSDE technology;(5) Research and develop the benchmark land price information releasing system based on WebGIS technology, and to realize the releaing of the town benchmark land price information service and the business management function, including land price map browse, land price thematic information visualization, land classification and grading and land price calculating, the benchmark land price information query and statistics, map measuring, auxiliary analysis, land appraiser and appraisal organizations management, land review, and so on.
