With the development of China’s social economy, national and local authorities’requirement on systematic administration of land price is becoming increasingly higher thanbefore. As for this, how to establish an objective and scientific land price evaluation methodapplicable to China’s national situation has already been taken as a research hotspot bygovernments, enterprises and scholars.By integrating working practice, the paper introduced fuzzy mathematics theory intoland price evaluation. On this basis, fuzzy clustering technology is adopted to select similartransaction cases for market evaluation method, with the objective to improve the accuracy ofevaluation. On the other hand, into order to advance land evaluation efficiency, as well as thelevel of automation, digitalization and visualization, so as to realize a dynamic administrationand comprehensive retrieval of land price evaluation information, the paper further appliedthe aforementioned methods into practice, having designed and realized land evaluationsystem based on fuzzy clustering.The paper firstly introduced current methods and systems applied in land priceevaluation field. With respect to the difficult problem of similar land case selection, the paperput forward a market comparison price evaluation method based on fuzzy clustering. Themethod would firstly collect information of completed land cases and lands to be evaluated.After having rectified the collected information, raw data based on fuzzy clustering wouldconsequently be obtained. Then, the data will be standardized to form the fuzzy similaritymatrix. After that, square method will be used to figure out the fuzzy equivalent matrix.Eventually, cross-sectional array method is adopted to generate the land clustering, so as torealize similar case selection based on market comparison method.In this paper, the aforementioned methods are applied in land price evaluation. On thisbasis, the designed and developed land price evaluation system based on fuzzy clustering iscomprised by six modules, including land input, land price evaluation, information ofcontracted land, retrieval module, system management module and help module. The coremodule–land price evaluation module not only provides fuzzy-clustering-based land priceevaluation methods, but also offers five other basic land price evaluation methods, for priceappraiser to make comparison and analysis. The system is established based on B/S structure, with Java Web developmenttechnology applied in practical development. The system consists of presentation layer,business logic layer, persistence layer and database layer. Struts2is applied in business logiclayer to intercept HTTP requests for Action to realize business logic. In the persistence layer,hibernate3is adopted to access database, so as to realize persistence of data. The database hasadopted open-sourced and free database-MySQL.Proved by practical application, to select similar cases of contracted lands for marketcomparison method via fuzzy clustering technology is effective and workable. With thismethod, we will be able to overcome the defect that in traditional market comparison method,selection of similar comparison instances is mainly performed relying on subjectiveexperience. As for this, the objectivity of land price evaluation process can be effectivelyimproved, so as to reduce interference caused by subjective factors, as well as to make theevaluation result more scientific.In the meanwhile, the application of this system also avoided repetitive work caused bymanual operation in land price evaluation, lightening the working load in land priceevaluation, reducing error rate caused by subjective factors in land price evaluation, andrealizing a scientific, automatic and visualized land price evaluation process. The method ishelpful in providing effective land price information for land administration, so as to achievepredicted goals in land administration.
