The grade of agricultural land is an important part of the field of land evaluation,and it is also the graspof to realize the comprehensive management of land.The thesis takes the basic theory of agricultural land grading and valuation as the origin,and carries out research with reference to the relevant procedures,and under the premise of doing a good job in the investigation and collation of basic data.Select the nine-taiwan district of Changchun City as the research area,in terms of data,the use of land use survey data,social development and national economy two statistical bulletins and statistical yearbooks in this field as support,in the method,the introduction of BP neural network analysis to delineate the level of state-owned agricultural land,explore the income reduction method and cost approximation method combined,According to the two types of water field and dry land,the benchmark land price assessment,and with the help of Arc GIS,MATLAB and other software technology platforms,the state-owned agricultural land in the nine districts of Changchun City to carry out qualitative and quantitative analysis,and for the expansion of the scope of paid use of state-owned land,the establishment of urban and rural unified land circulation market,Improve land acquisition compensation methods and compensation standards,control of agricultural land to make up the balance to provide support.The results of the study show that:(1)The level of state-owned agricultural land with the central town as the center is downhill,the level of state-owned agricultural land is belted to the two sides,the level of state-owned agricultural land is belted down,the level of state-owned agricultural land is belted,and the level of state-owned agricultural land reflects the difference in the utilization efficiency of cultivated land,and in general,the utilization benefit is positively correlated with the level.Such as the operating efficiency of water field than the operating efficiency of dry fields is higher,the level of water field is higher than the level of dry field.(2)The benchmark land price of state-owned agricultural land mainly reflects the grade price,which is calculated on the basis of the level,so the distribution is the same as that of agricultural land level,and there is also a clear law of spatial decline.(3)The evaluation of the benchmark land price in this study is based on the level,the results are in line with the actual nine-tier edg-zone,and the land price adjustment range is crossed between different levels and different types,indicating that the price transition is stable and reasonable in the same level of land class.(4)Measuring the benchmark land price on the basis of the level has certain advantages.First of all,the land price level of the valuation unit in the whole range of agricultural land in the research area is clarified,and the subjective interference with the valuation process is reduced,so that the results tend to be objective and scientific.Second,the synchronization of grading with valuation has significantly reduced duplication,such as basic data surveyand and processing.Third,the combination of grading and valuation can make the two positive interaction,to achieve the mutual updating and revision of the results of the two.(5)In the study,the BP neural network improved by the LM algorithm has the advantage of short training time and low number of precision,the research example sits in this paper fully shows that it is feasible to apply the artificial neural network to the practice of state-owned agricultural land level delimitation.The BP network of agricultural land grading index calculation has three characteristics: first,the weight of the influence factor does not need to be determined by man,thus reducing the subjectivity of the result;After completing the training of the network and the given input,the output can be obtained directly,which is easy to use.(6)It is reasonable to delineate the level of state-owned agricultural land based on BP neural network analysis,which basically conforms to the actual situation of the grading of agricultural land in nine areas,and it is scientific to evaluate the benchmark land price on the basis of the grade.
