With the development of the economy, the city size increases sharply. The traditional management methods rely mainly on people. Each department manages separately, lacking of communication. The city planning lacks of a comprehensive system of information support. When the types of municipal facilities are narrow and the numbers are small, traditional method is still able to basically meet the needs of the municipal administration. However, when the types of municipal facilities and the numbers increase sharply, poor management has been completely unable to meet the needs of the city municipal administration. It urgently needs the digital technology applying to municipal management. However, geographic information system is the basis of digital municipal administration. Only by establishing a useful geographic information system, can the digital municipal administration be preceded smoothly.The digital integrated management of urban municipal geographic information system described in this article applies to the street light management system, which is secondary developed based on the Arc GIS. The system fully uses the powerful function of the geographic information database, display, edition and analysis provided by Arc GIS. With the need of the software, it conducts a targeted improvement and sets up a geographic information system which is suitable for the street light management. According to the demand of street light management, it develops simple and practical software, allowing users to use the geographic information more easily, without having to master the software programming expertise. It greatly reduces the threshold for the use of geographic information system for digital municipal administration.In the part of the program features and requirements, in order to meet the use requirements of customers, I developed a practical function such as facilities management, statistics and query. In the part of GIS database, according to their characteristics, I optimized the database and established the index, which greatly improved the efficiency of the using of the database. Meanwhile, according to the characteristics of the workload of the database and common operations, I targeted optimized the query operation, which greatly reduces the overhead of the query. This geographic information system is a basic work. Although we only completed street light management system of geographic information. But in the future, other departments of the municipal administration can share information with other departments and achieve coordination and communication purposes, by increasing their professional facilities to the geographic information database. Such as communications, water supply and other sectors. They can be added to the information of the management of the department of communication cable, terminals, pipes, valves and other facilities in geographic information systems. Due to a shared database, the information of all sectors are concentrated together, it will not cause duplication of information storage, or cause various departments having inconsistent information. As the data stored in multiple locations and the update is not synchronized.Because of the time as well as personal learning of the software, certainly there are still deficiencies in this system. In the future work, we will improve it continually.
