The Performance Of Municipal Management Process Optimization And System Design

Performance-oriented optimization of the municipal management process is an exploration and practices that applying the performance management theory and the process management theory to the municipal management field in order to resolve the problems of current municipal management information systems which separate from business processes,cannot effectively support the performance management,and cannot meet the city running monitoring and other issues.Based on analyzing the status quo and problems and performance management needs, this paper optimizes current municipal business processes,develops the monitoring indicators system,and designs the new municipal management information system architecture with performance management and process management features. This paper firstly investigates the theoretical study and application practice at home and abroad,analyzes the existing problems and their root causes based on Beijing's municipal administration and service functions.And secondly,this paper introduces performance management in the business of municipal management,and designs the municipal management performance monitoring system model.Thirdly,this paper applies the process management theory to the municipal management business process optimization to design end-to-end process architecture model of the municipal administration.Lastly this paper designs the new municipal management system framework for performance improvement and process management.The main results of this paper is taking new management theories and methods to analyze the system building requirements to achieve the solution combining management with technology closely.Some results such as the municipal management performance monitoring system model,the whole process architecture model and the top-level structure of high-performance model have applied in Beijing and Guangzhou City,and have achieved good performance.
