Development Of Telecom General Ledger System For Financial Shared Service Center

Large enterprises create a lot of business entities in the development process, whichresult in the duplication of the functions of organization. With continuing strategictransformation in-depth and optimization of resources, shared services center came into being.Shared services model will focus on the part of the existing business functions to a newbusiness unit to business unit which is independent of specialized services. The types ofshared services include finance, human resources, and logistics. Financial shared servicecenter, the establishment of target compress business operating costs, improve service levels,improve the efficiency of business processes, improve the quality of accounting information,saving the labor costs of the organization and meet the needs of internal customers.Throughout the Group financial management software, most of them are based on thetraditional financial management mode, and all branches have completely independentfinancial department as well as independent staffing. Mode of management of the financialsystem is that each branch to establish its own independent account set, financial risk can’t beeffectively controlled. This model has restricted the development of China Telecom as a largecentral enterprise. Therefore, it is of great importance that the development of a general ledgersystem to adapt to the financial shared service center model.This paper first analyzes the current financial system application and the existingproblems in a variety of domestic and foreign financial ledger system. From the point of viewof the business process, considers the strategic objectives of the telecommunications actualbusiness need, proposes telecommunications ledger system overall program for financialshared services center, redesigns organizational structure and business process architecture,focusing on the selection of four core business processes to reconstruct the general ledgeraccounting processes, taxes accrued processes, taxes reporting process and cost amortization process, business requirements and strategies in accordance with the financial shared servicecenter building the target telecommunications ledger system re-business architecture designand business modeling. Then, conducts the ledger system’s overall needs analysis andidentifies eleven subsystems and all the outer systems surrounding telecommunications ledgersystem, and selects the core of the three subsystems to the general ledger system,i.e.,voucher accounting subsystem, initialization subsystem and revenue accounting subsystem,designs the use case modeling and domain model for those three core subsystems. Thendesign the architecture of the system, the system is divided into the presentation layer,business exterior layer, business layer and integration layer utilizing Spring, Web Service,Javascript, Struts, Ajax, DWR, RIA, JPA, ExtJS and Hibernate technical framework. In thispaper, selects the core voucher accounting ledger subsystem of the ledger system to design theclass diagrams, sequence diagrams and collaboration diagram using object-orientedtechnology, and designs a database E-R diagrams. The paper also uses the workflow enginetechnology and task pool allocation techniques to voucher approval processes, improve thegeneral ledger processing efficiency of key business processes and effective monitoring of theimplementation of the various processes, while effectively balancing task allocation, unifiedapproval process interface. Finally, the general ledger system functional testing and systempressure test, and general ledger systems Zhejiang, Shaanxi and Hunan deployed to conducton-site testing and commissioning. Testing and application of the results show,telecommunications ledger system for financial shared services center in the approval process,the task of automatically balanced distribution of the system functionality and performance tomeet the overall requirements of the financial shared services center, with full implementationof the relevant requirements in the telecommunications provinces.Compared with traditional general ledger system, the system developed in this paper hasthe following advantages: enhance voucher approval process efficiencies utilizing theworkflow engine mechanism, effective monitoring of the approval process implementationprocess; introduced task automatic pool allocation mechanism to unify approval processaspects of the work to achieve the task of the approval process links automatically assigned,to ensure that the task of even distribution of guarantee approval process orderly flowsmoothly; apply financial shared service center management model to telecom financialmanagement to improve financial risk management and control capability, reducemanagement costs; reduce financial officer repeated training costs with unified interface at alllevel managerial teams.
