The definition of police patrol is that patrol officers walk or take use of kinds of tools,such as bicycles, electric vehicles, or automobiles to patrol the key areas and deal withunexpected events promptly. They take the liability of disposing unexpected events, cases,conflicts, and accidents in advance whenever they receive the citizens’ alarms or a superiorleader’s instructions. It has great significant meaning for police patrols to take prompt actions,and get efficient instructions from command center. In addition, we can dispose theemergencies faster than before if we can locate the position of each patrol group. In contrast,the center team may hardly support them and probably lose previous clues and opportunitiesif patrol officers cannot report their changed position in terms of tracing clues. Besides, thefactors of heavy workloads and relative shortages of police power make some problemsbecome unavoidable in the way of the phenomenon of rigid and inflexible patrolling routes.Therefore, there is an emergent problem about how to strengthen the visual management ofbasic level’s patrolling routes, stations, and areas and achieve dynamic adjustment of specificobjective.According to the debates mentioned above, this article takes a real project happening incertain city as the background to study the key technologies of municipal police patrolmanagement system. In this system, we apply mobile positioning technology of GPS andGPRS to acquire the coordinates of latitude and longitude of patrolling vehicles’ position andofficers’ geographic location, and transmit the processed information to computer centersystem via wireless. The location message obtained from mobile positioning termination maybe visualized by time slot, patrolling point, department, and area etc.; accordingly we canprovide technology support for patrolling plan, design and workload evaluation. The acquired message of patrolling officer’s location can be linked to police information web viainternal/external exchange technology and these measures can strengthen the fighting abilitythrough the efficient coordination.This thesis has mainly completed research tasks as follows:1.Upon the request of improving patrolling management, we raise the model suitable formunicipal police basic level requirement after deeply investigating their daily jobs anddemands of the system.2. Upon the key technology of municipal patrolling management system, the researchmainly includes following aspects: firstly, we take the use of GPS technology toprecisely position patrolling vehicles and officers with the tolerance of5~15meters;secondly, we take the use of GPRS transmission mode to deliver positioning data andassure the reliability; thirdly, we adopt GIS technology to visualize patrolling vehiclesand offices position by time slot, patrolling point, department and area in e-map;fourthly, we use databases to store information and check existing or historysituations.3. The realization and design of patrolling management system includes frame design,sub-system of mobile positioning system and sub-system of application platform, etc.4. The feasibility and effectiveness of the system is testified by test and application.
