In recent years, Heilongjiang province shipping industry plays an important role in thepromotion of social progress and the development of the national economy. Due to the largenumber and wide distribution of the beacons in Heilongjiang province, it is very difficult forthe dispatchers to master the dynamic information of shipps and beacons in time. So it is asecurity risk for ships. It is difficult to find and recover the fault beacons even with morecruises by beacon boat. It is not only a waste of fuel and environment pollution along the river,but also can not manage and maintain the navigation channels in time. So, it is a key step foraccelerating the digital navigation channel construction to apply integrated system ofnavigation channel in Heilongjiang Province.The navigation channel management technology and the state-of-the-art are surveyed inthis thesis. A navigation channel integrated monitoring system of Heilongjiang province isdesigned considering the demands of Heilongjiang province. The main topics on design andimplementation of ship RTU, beacon RTU, and scheduling subsystem are discussed. In thescheduling subsystem, a scheduling server and a manipulation platform are desigded. Thesafety of the data transmission is enhanced by employing connection-oriented TCP/IPprotocol based on GSM, GPS, and Internet. A visualization manipulation platform isimplemented in VC++development environment integrated with MapX component. Thescheduling server parses and stores the dynamic information of ships via the manipulationplatform, as well as displays the latest information of ships and querys the information ofship’s position, speed, course, and so on. Via beacon telemetering and remote control, thestate information of beacon, such as localization, alarm, closing, voltage, current and lightquality, can be real-time detected. Electronic navigation channel chart display and controlincludes global display, global roaming, and electronic navigation channel chart positioningdisplay. The scheduling management becomes informationlized by employing the navigationchannel integrated monitoring system of Heilongjiang province, which remarkably reducesthe costs of navigation channel management and maintenance and improves the level ofmodern navigation channel management.The research of this theis extends the directions to improve the efficiency of navigation channel management and to ensure transportation safety on wate, as well as provides a newresearch idea. |
