Research And Implementation On The Administrative Licensing System Of Inspection And Quarantine Based On JBPM

The rapid development of information technology has promoted the change ofgovernment’s working mode and mean while the information and network technology hasalso been deeply applied in governmental departments. In the business of inspection andquarantine, administrative licensing is a very important management means, in some business,it is the main management means. Therefore, in accordance with the administrative licenselaw requirements, implementation of administrative license online examination and approvalis very necessary. Through the comprehensive use of computer technology, networktechnology and office management technology to build administrative permission system, hasrealized the online administrative license approval, flexible and effective business processmanagement, dynamic supervision business approval process. Workflow technology canhandle complicated and variable process and achieve multi-person cooperation. Workflowtechnology is introduced into the system, can be very good to meet and support to thebusiness process management, improve the efficiency of inspection and quarantinedepartments management services.The project firstly makes deep research on workflow and JBPM, then analyzes thedemands of administrative license business with UML modeling tool under object-orienteddesign concept, and at last designs and achieves the main functions of inspection andquarantine administrative license business combing JBPM+SSH software system. The mainresearches include:1. It makes research on the concept, reference model and characteristic standards relatedto workflow put forward by WfMC deeply, based on which it further analyzes and introducesthe process model definition procedure, process scheduling mechanism and process executionand instance structure of JBPM workflow engine.2. It analyzes the demand of inspection and quarantine administrative license systemmainly at the aspects of business process, user use case and so on. It designs the layeredarchitecture and makes design and analysis for the technology and process of realization ofeach layer. It divides the function of the system into license management module, processmanagement module, system management module and public information module and thenanalyzes the functions of each module in detail. 3. It designs the system core module through the combination of JBPM and SSHframework，and gives the concrete realization of some key issues. Focuses on the analysis ofsystem application of JBPM process and process approval module implemented in JBPM,realizes flexible assignment and process management by the extension to JBPM.This project designs and realizes an administrative license approval system combiningJBPM workflow engine technology and mainstream SSH framework design and the systembasically meets the actual demands of administrative license approval business, flexible andmuch expansible. JBPM as the core of the system is responsible for all the processmanagement of the system, separates administrative license business process fromapplication，fully shows the advantages of workflow technology and may adapt to the changeof actual process better.
