The Design And Implementation Of Administrative Licensing Items Handling And Monitoring System For Dongguan City

In Dongguan city, the traditional methods of handling and monitoring administrative licensing items still relies on the completion of paper documents and manual coordination, which has put much pressure on the later sorting and filing work. For example, it takes up huge storage space, has high requirements of the physical conditions, and makes it a little difficult to seek and integrate staffs. In order to solve all the above problems, Dongguan city government has decided to build an office system which is suitable for their own development, i.e. Administrative Licensing Items Handling and Monitoring System for Dongguan City. It will achieve a unified information management of transacting paperwork, releasing administrative license, personnel management and so on.In order to design and implement the system, it uses B/S design model, Java, MVC structure and SSH framework. Using MVC structure, it organizes codes as model, view and controller to improve the modular system procedures and the rigor of the code structure. In addition, it adopts SSH framework to assist the system development which makes it easy to design and implementation, improving the system performance as well. Meanwhile, Spring in the business logic layer is responsible for the specific business implementation of handling user requests. And Hibernate in the data persistence layer is responsible for the data interaction between the system and user. Struts in the control layer is responsible for program scheduler and deciding which business logic should be called when it receives a user request. Finally, based on the security and privacy consideration of the system data, it will use SQL SERVER 2014 as the database management system.In fact, this system has realized five basic functions:administrative licensing items management, items handling management, items monitoring management, extranet items management and system management. The administrative licensing items management function mainly targets on the daily management transactions and working demands of Dongguan city government. Items handling management function manages and supervises the daily items in Dongguan city government, including creating new items, managing items information, querying and classifying individual items, managing charges information and managing rights information. In the items monitoring management function, it mainly monitors the actions of handling daily items so that they can find exception in time and deal with it. Extranet items management function includes Internet items applying management, items handling management and other sub functions. In the system management function, it mainly maintains the daily running and manages the backend database, including organization management, user management, role management and administrative area management and so on.It will help to improve the working efficiency and level of government departments in small and medium-sized cities in China, the design and implementation of Administrative Licensing Items Handling and Monitoring System for Dongguan City. Also, it will promote the process of government items information and make a great contribution to the simplification of the accreditation process.
