Planning of mobile communication network for new overseas markets has its own characteristics and difficulties. Such planning shall consider local country basic conditions, status of economic and political development, characteristics of market competition and business development mode, information and data that can be obtained, technical means that can be used, and optimization and improvement of traditional planning flow and method, so as to finally obtain feasible network construction scheme.The studies of the overseas emerging markets on planning mobile communication networks show that the conventional trend forecasting methods often fail in business forecasting because of the restriction of the data basis and the difference in the competitive business modes with China’s. It is a common and effective way to forecast the business development through the comparison method by choosing an appropriate frame of reference in the conditions of similar culture and similar stage of economic development. The model calibration carried out through field work shows that there are significant differences in wireless propagation model between China and overseas emerging nations. Particularly the urban propagation model has a relatively less decline in overseas markets for the impacts of density of buildings and building materials. As a result, the network construction schemes of overseas emerging markets are not planned by simply copying China’s or the European or America’s. In the case of limited amount of investment, they make more emphasis on unified planning, implementation step by step and business development driven by expanded coverage. So it is common to see a scheme integrating several coverage modes or even existence of a few networks.This paper analyzes in details characteristics of mobile communication network of new overseas markets and planning thereof by means of the combination of theory and engineering practice, and describes general procedure of wireless network planning. Based on these, and in combination with large amount of engineering practice, monopolistic and mature communication operators are treated different from new and competition type communication operators. Methods and means of business forecast, wireless link budget, wireless base station setup and configuration, wireless network structure, correction of wireless transmission model, and wireless network simulation and verification for new market mobile communication network are discussed and studied. Finally, a summary is given and future direction of research is envisaged.
