As the representative of the level of information network technology continues to progress, has undergone a profound change in the various sectors of the society as a whole. The medical industry as related to the important areas of the national economy and in the construction of information technology has also made significant progress. In addition to the increase of high technology content hardware equipment, electronic medical records system has become an important field of development of modern medical information, to contribute to the sharing of patient medical information between the different levels and different hospitals, but also help in the research, teaching, medical data analysis, as well as judicial and forensic application. At present, medium and large hospitals have used all kinds of medical information systems and hospital management software, the network of China Unicom to provide a basis for the development and use of electronic medical records system.In the demand for the use of electronic medical records based on the analysis, based on Microsoft’s NET Framework design, build and achieve an electronic medical record system, and software engineering requirements analysis, system architecture, system detailed design and implementation of related technologies as guidance, the structure of the electronic medical record system has been designed using the C#language based on client/server mode, the specific system. First, the definition of electronic medical records and related concepts, research and build the business model of electronic medical records system, based on the theory of planning and the practical application of both functionality and performance requirements capture and analysis of electronic medical records system. And then from the perspective of system users to determine the design principles and objectives of the electronic medical record system, using the logic of "View of the system architecture and deployment architecture, development architecture, data architecture, the operating framework for the analysis and determine the system each functional module. The black-box testing methods in software engineering, electronic medical records system functional and performance testing, system maintenance and the use of environment.The design and development of electronic medical records system is an inevitable requirement for the development of hospital information the one hand, a substantial increase in the level and efficiency of hospital management, reduce costs, promote development, on the other hand, based on electronic medical records system can carry out a number of other fields of application such as medical research unit on the basis of a large number of electronic medical records, to obtain valuable statistical information, thereby promoting the development of medical research. Therefore, the study of the electronic medical records system with better economic and social significance.
