State Grid now steps in the period of ERP customizing development after experiencing ERP project preparation, deepening of business processes, pilot implementation and to promote the implementation. There are huge number of enhancement, application integration and reporting requirements raised to IT project team of each subsidiary. Hence ERP system suffers a lot of risk caused by these change requests. It is very difficult for IT department to manage such many development requests, allocate resources efficiently, reduce the transport risk and develop management cost.It’s an effective way to build a centralized development management system by SAP Solution Manager which is based on ITIL Change Management and Publish Management methodology. Solution Manager ensures full control of change request and makes it transparency. Solution Manager provides predefined change management process and work flow as well as the SAP best practice on transportation between SAP and non-SAP systems. The system is able to unify the developer, development object, development process, quality management and transport management into the online process.The key to realize the system is to create proper process, define the roles and action status. Before disserting the process analysis, system design and implementation, requirement analysis, role analysis and definition of the goal of the system are carried out. The pager also compares the similar products in ITSM field and defines the system architecture. Then the configuration steps of some important functions are discussed and introduced. It approves that this centralized development management system is stable and feasible according to the stress test and running result. It also confirms rationality of system design. At last it summarizes what is achieved throughout this paper and also the enhancement possibility and feasibility in next phase of this project.
