The Integrated Meteorological Observation system includes ground observing and foundation remote sensing system, space-based remote sensing system which uses balloons and aircraft as observation platform and sky-based remote sensing system which uses low rail and high rail satellites as observation platform. Its main operation platforms are the national climate observatory, the national weather station, meso-scalel weather station, the new generation weather radar station, L-band sounding system, satellites observation station system and mobile observation station system,etc.The meteorological information operation which is made up with data gathering, information processing, data management and data sharing services. The technical equipments logistics operation which is made up with operational monitoring, maintence, meteorological verification and material support are also two indispensible basic parts of The Integrated Meteorological Observation System. After years of modernization, The Integrated Meteorological Observation System has been established preliminarily in our country.The ASOM is an operation application system of the meteorological technical equipment logistics. This system has realized many functions, such as the running status monitoring of the meteorological equipment, detecting data quality monitoring, maintenance information management, equipment logistics information management, comprehensive evaluation of operation monitoring, releasing monitoring information and information management of network station,ect.Covering meteorological stations (Including the new generation radar stations, L-band sounding system, automatic weather stations,etc), provincial and national operational monitoring and logistics operation of all kinds meteorological equipments. The main users are meteorological stations, provincial and national technical support departments and related operation management departments.ASOM system is an operation application platform which is to ensure all kinds of meteorological detection equipments operated normally and meteorological observation operation developped normally. At the same time, it supports the process of operation management and provides information and basis for decision to management department. It can improve the ability of operational monitoring and operation logistics to the meteorological detection equipments. We can get more accurate detection data to provide better services for weather forecasting by using the ASOM system.This paper expounded the structure, the system designing, the technical route and the key technical methods of Atmospheric Observing System Operations and Monitoring (ASOM), and introduced the functions and characteristics of the system. Besides, combining with the current situations of China’s meteorological equipment monitoring and maintenance, it explored the future improving direction of the ASOM system.As a project manager, I presided over the overall design, development, deployment, upgrading designing, training and acceptance inspection of the system during the designing and deploying procedures of the project. As a main designer, I had been responding for the system and sub-system requirements analysis, delivering the documents roughly about75000words; Designed the system specifications and studied data QC algorithms for the integrated evaluation and radar data QC; Supervising and directing young engineers to work together for the project. Some tech. researches have been applied in the ASOM system and achieved a great benefit in meteorological instruments performances enhancement. In these researches, I presented the radar operational assessing algorithms which meet our radar characteristics in China. Also, I presided over the completed program of the system function test, etc.
